Adult Learning and Skills Open Framework (LTR)

West Sussex County Council is inviting suppliers to deliver a new Adult Learning and Skills Open Framework under a Light Touch Regime (LTR). Adult learning will cover the statutory core curriculum of English, maths and digital skills for those lacking required competencies, as well as non‑regulated services for those needing additional support. Community and tailored learning will target adults to improve health, well‑being and community cohesion, while family learning will foster intergenerational participation and parental engagement. Separate tranches will enable qualification‐oriented programmes for unemployed or low‑income adults and skills bootcamps for apprentices, specifically aligned to Occupational Standards set by IFATE or recognised attainment systems such as RARPA.
