Dorset Care, Support, Housing and Community Safety Framework

Dorset Council’s Adults and Housing Directorate is establishing a new 10‑year Care, Support, Housing and Community Safety Framework to replace its existing arrangements. The framework is designed to secure high‑quality, personalised care and support services that adopt a strengths‑based approach, ensuring outcomes for service users are met while the services are financed sustainably. By operating under the Light Touch Regime of the Public Contract Regulations 2015, the framework allows the Council, in partnership with NHS Dorset Clinical Commissioning Group, to innovate procurement and contracting models that best satisfy service requirements.

The framework is organised in two stages. In Part I providers who meet the minimum entry criteria may join for any lot, after fulfilling the required entry conditions. In Part II, participating providers will be invited to compete in further quality‑and‑price evaluations for specific call‑offs, a process anticipated to begin in April 2022. Multiple procurement methods are permitted to support flexibility, including brokerage of individual packages, fixed‑term block contracts, and Individual Service Funds (ISF). The framework remains open for new providers to apply at any time during its term, and existing providers may re‑apply to improve their standing or to add new lots, provided that any prior non‑compliance agreements have not been terminated.

All entrants must satisfy the minimum entry criteria specified in Part I and comply with the Light Touch Regime under the Public Contract Regulations 2015.

KMCAS-125 - Electronic Market Place for Supported Living Services

The procurement seeks to establish a new Electronic Market Place (EMP) for Supported Living Services (SLS) on behalf of Kirklees Council and the NHS Kirklees Clinical Commissioning Group (CCG). The EMP will replace the existing framework agreement and will allow fresh providers to join, enabling the Council and the CCG to contract with suitably qualified organisations who can deliver flexible supported living care that empowers adult service users to live independently in their own homes or in shared accommodation. Branded as a multi‑provider agreement, the SLS EMP will provide 1:1 support to enable access to community activities and social engagement for those with a range of health and social care needs.

The contract is divided into two overall lots that distinguish between floating support for individuals in private homes and provision for users in shared accommodation. Within each lot the service requirements are further split into seven distinct categories that mirror primary care needs of service users: learning disabilities with or without autism or challenging behaviours; autism spectrum conditions; enduring severe mental health conditions; personality disorder; complex physical or sensory impairments and long‑term health conditions; acquired brain injury; and persistent or chronic drug and alcohol dependencies. The majority of the services will be regulated activities, so providers must be registered with the Care Quality Commission and must be familiar with CQC Regulation Guidance on regulated activity. Dynamic Purchasing System For Vehicles (including

Anglian Water Services Ltd. is procuring a comprehensive Dynamic Purchasing System (DPS) to supply, lease, hire, and maintain a complete range of motor vehicles for its Fleet Services and Water Recycling Operational Logistics (WROL) teams. The DPS will cover all vehicle categories – from passenger cars and 4‑wheel drive (4x4) vehicles to light, medium and heavy commercial vehicles, as well as trailers and mobile units – and will provide both outright purchase and flexible leasing or short‑ and long‑term hire arrangements. The framework is intended to support the acquisition of alternative‑fuel or otherwise green‑powered vehicles alongside conventional internal combustion alternatives, with maintenance services, including 24‑hour breakdown response for heavy commercial vehicles, integrated into the same system.

Pacific Southwest (PSW) STEWARDSHIP BPA (R5 Multiple Forests)

The Pacific Southwest (PSW) Stewardship Blanket Purchase Agreement administers a continuous, full‑and‑open procurement for integrated stewardship services on Federal and local agency lands within a 150‑mile radius of numerous California National Forests, now expanded to include Angeles, Cleveland, Los Padres, and San Bernardino Forests. The agreement covers a range of hazardous fuels and restoration tasks such as mechanical and hand cutting, piling, lopping, and removal of non‑sawtimber, biomass, and non‑included material, as well as commercial timber harvesting and removal of included timber, and road construction, maintenance, and decommissioning. Prospective contractors are required to submit technical and pricing proposals in PDF format, provide best­commercial rates for each activity, and remain actively registered in SAM.gov to be eligible for subsequent call orders.

Multiple awards will be issued on an individual forest basis after evaluation of technical proposals, pricing, and benefits to local communities. Call orders are released exclusively to contractors awarded under this BPA and may include Integrated Resource Service Contracts that require timber removal, service‑based IRSCs that allow timber subject to agreement, or restoration‑based service contracts without timber removal. Homeless and Temporary Accomodation DPS

Flexible Agreement for the provision of Fostering Agency Placements

The procurement seeks to establish a Flexible Agreement for the provision of fostering agency placements across Lancashire and its partner authorities, including Blackpool, Blackburn with Darwen and the restructured Cumbria unitary authorities. Dynamic Purchasing System for Transport Container systems, PREFAB system, Design, Service and Repair/Maintenance

The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) is establishing a Dynamic Purchasing System (DPS) to procure transport container systems, prefabricated (prefab) modules, and related services. The DPS will group procurement into eight distinct categories, ranging from standard used and new transport containers to specialised containers with custom lashing systems, as well as standard and emergency‑grade prefab units suitable for administrative, living, and medical facilities. Additional categories cover maintenance, repair, design, modification of existing containers, and a broad range of accessories, including furniture, electrical components, and construction materials.

The containers will adhere to ISO container standards and be available in sizes from 10 ft to 40 ft, with 20 ft as the common specification. Deliveries are expected to be rapid, with used categories requiring short lead times for immediate deployment and new special categories allowing medium to long lead times for customised anchoring systems. All parties participating in the DPS must meet statutory exclusion criteria, submit an ESPD as a precondition for prequalification, and accept joint and several liability for contract performance. The procurement shall remain within the framework’s maximum value of DKK 200 000 000.
