Dynamic Purchasing System (DPS) for Employment and Health Related Test and Learn Provision

The Dynamic Purchasing System for Employment and Health Related Test and Learn Provision has been established by the Department for Work and Pensions to acquire social and other employment and health‑related services across England, Scotland and Wales. The DPS serves as a lightweight, open‑ended procurement platform that enables organisations—particularly ones capable of delivering innovative or specialised approaches—to design, piloting and evaluate proof‑of‑concept projects that support evidence‑based national and local service delivery. Although no future business is guaranteed, the system is expected to generate a limited number of test and learn contracts over its duration, with an anticipated cumulative value of approximately £20 million.

Recent revisions to the core terms and call‑off schedules, taking effect on 8 February 2024, include the removal of European Union references, an updated security call‑off timetable, revised data‑processing provisions, the introduction of an optional staff‑transfer call‑off schedule, and a change in the signature sequencing to have the buyer sign the award form second. Financial standing is now assessed in greater detail at the call‑off competition stage rather than at admission. The nominal end date for the DPS is 30 September 2026, with the possibility of further extension, and may be terminated by the DWP with twenty working days’ notice.

Compliance is required with the updated security and data‑processing provisions and with the optional staff‑transfer call‑off schedule.

YPO - 001086 Apprenticeships

The procurement concerns a national Framework Agreement for the delivery of apprenticeship standards and associated training across public sector organisations in the United Kingdom. This framework, headquartered by the Youth Public Office (YPO), will supply training providers with the opportunity to deliver all current and newly approved apprenticeship routes specified by the Institute for Apprenticeships & Technical Education. Adult Community Support and Enablement Service

Barnsley Metropolitan Borough Council is establishing a five‑year flexible framework to provide independent housing‑based enablement support for adults throughout the borough. A DPS for sustainable and ethically sourced goods and services, delivering social value in local communities

Bishop Wilkinson Catholic Education Trust, through its trading name Education Commercial Services, is establishing a Dynamic Purchasing System to procure commonly used goods and services for the public sector across the United Kingdom. The system is designed to promote an ethical and sustainable supply chain that delivers measurable social value to local communities, while maintaining high procurement standards tailored to the education sector in the North East and beyond.

The solicitation calls for innovative approaches within the broad focus areas of UAS integration, encouraging proposals that demonstrate operational readiness and can be evaluated for potential award within the two‑step BAA process. Respondents must partner with at least one FAA‑designated UAS Test Site, provide a Letter of Attestation from that site, and include a Rough Order of Magnitude detailing their cost‑share contribution.

Whitepaper submissions to this call are limited to ten pages (excluding cover, LOA, and ROM) and must be formatted according to specified naming conventions, emailed to the Contracting Officer by the January 9 2026 deadline, and accompanied by a 1:1 cost‑share arrangement up to a maximum of 50 % of the total project cost. The evaluation will consider the technology’s relevance to FAA mission objectives, the operational readiness of the proposed solution, and the availability of funding, which is expected to be approximately $12 million that will be distributed evenly among designated UAS Test Sites. The procurement is structured on a cost‑reimbursement basis with no fee, and the FAA retains the discretion to award multiple or fewer contracts depending on funding and technical merit.

Prerequisite standards include a 1:1 cost‑share matching and a Letter of Attestation from an FAA‑designated UAS Test Site.
